Senior Advisor, Capabilities Development

The Highly Qualified Expert (HQE), Senior Advisor, Capabilities Development (Fort Meade, MD) is establishing, developing and maintaining effective working relationships with management, co-workers and partner organizations. Leads Science & Technology (S&T) coordination efforts through direct engagements throughout the S&T community. Uses these engagements, along with both industry and academia interactions, to assure the J9 and USCYBERCOM remain current on emerging cyberspace technologies that directly inform requirement development efforts and help shape the direction of S&T efforts. Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. A. MANDATORY TECHNICAL QUALIFICATIONS (TQs):
A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Experience providing innovative leadership, vision, and infusion of innovative practices and techniques into enterprise innovation and acquisition development activities. This includes developing, directing, and implementing improvements that deliver material solution fulfillment to the warfighter. 2. Establish and maintain relationships across the DoD cyberspace program community, including the Office of the Secretary of Defense, Joint Staff, Service Staffs, USCYBERCOM, Cyber Service Components, and Intelligence and Security Command, as well as with operational organizations, capability developers, training developers, material developers, testers, major commands within the Department of Defense and other Services to ensure cyberspace capabilities are identified, developed and fielded to the operational force. .
