The U.S. Geological Survey (USGS) is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners. This position is at the USGS Patuxent Wildlife Research Center (Center), an international leader in research on wildlife populations and management, helping to fulfill a component of the broad USGS mission by providing ecological and biological science to meet critical information needs of the Department of the Interior land and resource managers and other stakeholders. As a Supervisory IT Specialist within the Patuxent Wildlife Research Center, some of your specific duties will include:
This position serves as the information technology (IT) coordinator and lead systems administrator for the USGS Patuxent Wildlife Research Center (Center). Center is responsible for projects of regional, national, and international scope involving scientific research and monitoring that improve the Department of Interior's understanding and management of the nation's natural resources. The IT team supports internal and external customers through maintaining secure and efficient infrastructure, and publicly available applications and databases for the North American Breeding Bird Survey and Bird Banding Laboratory. The North American Breeding Bird Survey and Bird Banding Laboratory are both high priority items in the USGS annual budget and are recognized as the definitive source of bird population information for the Department of Interior. In addition, these two programs have annual obligations under a trilateral agreement between the US, Canada, and Mexico. The incumbent has responsibility, in consultation with senior management at the Center, for all financial, administrative, personnel, and technical matters concerning IT. The incumbent is expected to find new and innovative approaches to the organizational and technical challenges facing the Center. Center scientists operate national data programs and develop new methods for studying and managing wildlife and habitat. The information technology team members supporting this work have the satisfaction of serving a broad network of partners and customers, and get to work in a quiet, natural setting where they can see the science being applied, since some of this research is conducted locally on the thirteen thousand acre Patuxent Research Refuge, where the Center is co-located with the US Fish and Wildlife Service. The information technology team you will be leading at the Center has key responsibilities in maintaining a secure, modern infrastructure, but also takes part or leads in exploring new uses of technology for science delivery, from smart phone apps to cloud-based applications and architectures, as well as in exploring the possibility of extending teamwork through partnerships with other USGS locations and beyond. Physical Demands:
Work is primarily performed while sitting, although periods of standing, walking, bending, or lifting of computer equipment that may weigh approximately 45 pounds occasionally will be involved. Trips, including overnight, for training, meeting attendances, and to field locations may be necessary to complete assigned duties. Work Environment:
Work is performed primarily in an office environment, which is adequately lighted, heated, and ventilated. Some work may need to be performed on ladders or in small spaces for installing and troubleshooting computer equipment and wiring. Some work may need to be performed in laboratories and outdoor animal care facilities with occasional special procedures when experiments are under way. Applicants must meet the following to qualify for the GS-13 level:
One year of specialized experience equivalent to at least the GS-12 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. Examples of such experience may include:
information systems analysis, design, testing, and implementation; integration of new applications with existing information systems, maintaining data integrity; translation of strategic planning objectives into tactical process plans; and coordination of applications development, special information systems projects, and new computer programs. The complexity of the aforementioned work examples typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. This level of work experience would reflect wide latitude for the exercise of independent judgment to perform work of marked difficulty and responsibility.
